Verhulst specialised in portraits and genre scenes and may at one time have been a pupil of Jacques-Louis David. He taught at the Brussels Academy of Fine Arts and in 1817 was appointed official painter to HRH Prince Willem Frederik George of Orange (later King William II of the Netherlands), of whom his portrait, also dated 1817, is now in the Musée des Beaux-Arts, Brussels.
